请教：我GIS上的 Data Managemnt Tools--Features--Feature to XX工具怎么没有

请教：我GIS上的 Data Managemnt Tools--Features--Feature to XX工具怎么没有，我已经装了arcgis9.2workstation  ,还是没有，而且在工具箱上也加不上去  ，在coverage 下点击时，出项 unable to execute  the selected tools.you do not have the necessary license  to execute the selected tool.但我已经注册了  ,而且点击to coverage 工具也是这种情况，不能用 ，这是怎么回事啊  ？？有谁知道吗
